Equipment: Laptop provided Traffic Regulation Order (TRO) Engineer VNA Recruitment is currently recruiting for an experienced Traffic Regulation Order Engineer to join a busy Traffic Management team within a large public sector organisation in Coventry.
This is an excellent opportunity for a highways or traffic professional with strong experience in Traffic Regulation Orders, traffic management and statutory consultation processes.
The successful candidate will take responsibility for progressing Traffic Regulation Orders from initial preparation through consultation, legal processing and implementation, supporting a range of highway, transport and capital improvement schemes.
The role offers a high level of responsibility, varied project work and the benefit of hybrid working with up to three days per week from home. The Role As a Traffic Regulation Order Engineer, your responsibilities will include:
Managing Traffic Regulation Orders from preparation through to implementation
Preparing TRO schedules, notices, plans and Statements of Reasons
Progressing Orders relating to speed limits, parking restrictions and traffic movement controls
Managing statutory consultation and public consultation processes
Reviewing consultation responses and formal objections
Preparing recommendations in response to objections
Working closely with Legal Services to progress Orders through the statutory process
Supporting highway engineers, project managers and scheme designers
Reviewing traffic management proposals and providing technical advice
Ensuring proposed Orders are accurate, legally compliant and suitable for implementation
Preparing reports, briefing papers and supporting documentation
Liaising with emergency services, public transport operators, businesses and other stakeholders
Responding professionally to enquiries from members of the public
Attending or supporting meetings relating to proposed traffic restrictions
Maintaining accurate records and progress information across a programme of live TROs
Managing multiple Orders and priorities to agreed deadlines
About You To be considered for this position, you should have:
Previous experience preparing and delivering Traffic Regulation Orders
Strong knowledge of the Road Traffic Regulation Act 1984
Good understanding of statutory TRO procedures and requirements
Previous highways, traffic management or transport experience
Local authority experience, or experience within a similar public sector highways environment
Experience managing statutory and public consultation processes
Experience supporting highway, transport or traffic management schemes
Ability to interpret legislation and apply it to practical traffic schemes
Experience managing objections and stakeholder responses
Strong written communication and report-writing skills
Excellent stakeholder management and negotiation skills
Ability to communicate technical and legislative information clearly
Strong organisational skills and attention to detail
Ability to manage multiple live projects and competing deadlines
Confidence working independently and taking ownership of a busy workload
Technical Experience Experience using one or more of the following would be advantageous:
GIS mapping systems
CAD software
Traffic Regulation Order management systems
Highways or traffic management databases
Mapping and scheme design software
