An exciting opportunity has arisen for an experienced Senior Finance Analyst to join a leading London local authority, supporting its subsidiary housing companies on a high-profile capital finance portfolio.

This role will act as a strategic finance business partner to the council's housing companies, playing a key role in financial planning, investment appraisal, capital programme management and long-term financial sustainability.

About the Role

You will support the finance team responsible for housing development, investment and capital programmes across the council's housing companies. The position requires a commercially minded finance professional with strong analytical skills and experience within local government, housing, development, property or capital finance environments.

Working closely with senior stakeholders, directors and company boards, you will provide financial insight and strategic advice to support business-critical decisions.

Key Responsibilities

Capital Programme Management

Lead the financial management of the housing companies' capital programmes.

Monitor, forecast and report on capital expenditure.

Ensure accurate financial planning and budget management.

Support the delivery of housing development and investment projects.

Business Planning & Investment Appraisal

Conduct detailed investment appraisals for new housing and development opportunities.

Assess financial viability and business cases.

Develop complex financial models to support strategic decision-making.

Lead on long-term financial forecasting including 30-year business plans.

Strategic Financial Advice

Provide high-level financial advice to senior management teams and company boards.

Support major business decisions by assessing financial implications, opportunities and risks.

Influence strategic planning through insightful financial analysis.

Treasury, Funding & Liquidity

Take ownership of liquidity planning and funding strategies.

Support borrowing, grant funding and capital receipt opportunities.

Ensure robust financial risk management arrangements are in place.

Financial Reporting & Compliance

Ensure compliance with statutory accounting and financial reporting requirements.

Prepare capital-related elements of the Statement of Accounts.

Lead responses to external audit queries relating to capital programmes.

Financial Improvement

Identify opportunities for cost savings and operational efficiencies.

Promote best practice financial management across the organisation.

Support process improvement and service modernisation initiatives.

About You

To be successful in this role, you will have

Significant experience in local government, housing, development or capital finance.

Strong business partnering experience with senior stakeholders.

Experience managing large-scale capital programmes.

Advanced financial modelling and forecasting skills.

Knowledge of public sector accounting and financial regulations.

Desirable Experience

Housing Association or Local Authority Housing Finance experience.

Experience supporting company boards and governance structures.

Treasury management and funding experience.

Professional accounting qualification (CCAB, CIPFA, ACA, ACCA, CIMA or equivalent).
