Regional Employer & Business Development Manager
Location: Birmingham (Regional Travel Required) Salary: £42,514 – £48,369 Contract: Full-Time, Permanent
The Role
We are seeking a commercially driven Regional Employer & Business Development Manager to develop strategic employer partnerships across Birmingham and the wider West Midlands. This is a target-focused role responsible for generating employment, apprenticeship, and training opportunities, supporting employers with their workforce needs, and driving positive outcomes for both businesses and learners.
Working closely with employers, stakeholders, and operational teams, you will identify new business opportunities, strengthen existing partnerships, and promote workforce development solutions that support organisational growth and skills development.
Key Responsibilities
Develop and maintain strategic relationships with employers, industry partners, and key stakeholders across the region.
Generate employment, apprenticeship, and commercial training opportunities that support business growth and learner progression.
Identify employer workforce needs, recruitment challenges, and skills gaps, providing tailored solutions and support.
Achieve and exceed agreed performance targets relating to employer engagement, job outcomes, apprenticeship starts, and business development activity.
Promote apprenticeship programmes, workforce development initiatives, and commercial training services to employers.
Lead business development activity including networking, presentations, proposals, negotiations, and account management.
Work collaboratively with operational teams to identify suitable candidates and learners for employment and training opportunities.
Build and maintain referral partnerships with local authorities, Jobcentre Plus, Chambers of Commerce, Combined Authorities, and other key organisations.
Maintain accurate records of employer engagement activity, labour market intelligence, and performance data using CRM systems.
Produce reports and analysis to support performance management and business growth.
Develop innovative employer engagement strategies that increase participation and strengthen regional presence.
Skills & Experience
Proven track record in employer engagement, business development, account management, recruitment, or B2B sales.
Experience working within a target-driven environment and consistently achieving performance objectives.
Strong ability to build and maintain relationships with employers, stakeholders, and decision-makers.
Experience identifying and delivering recruitment, workforce development, training, or skills solutions.
Excellent communication, presentation, negotiation, and influencing skills.
Strong commercial awareness with the ability to identify and convert new business opportunities.
Experience managing sales pipelines, analysing data, and producing performance reports.
Proficient in Microsoft Office applications and CRM/database systems.
Knowledge of apprenticeships, employability programmes, skills contracts, or workforce development initiatives would be advantageous.
Understanding of the West Midlands labour market and employer landscape would be beneficial.
Highly motivated, proactive, and results-oriented with a consultative and solution-focused approach.
Strong organisational skills with the ability to manage multiple priorities and deadlines.
Willingness to travel across the region and occasionally further afield as required.
