Structures Engineer

Salary: £50 per hour
We are seeking a Structures Engineer to undertake a lead consultant role within our Highways Service. This position involves complex technical, procedural, and legislative responsibilities in a professional and customer-focused technical service. The successful candidate will lead and have accountability for the delivery of a range of technical projects, initiatives, or work packages that comply with relevant legislation and help achieve the Council’s corporate aims and objectives.
Lead an innovative, forward-thinking technical consultancy function for the assigned service area, ensuring that solutions are delivered in line with customer and legislative requirements.
Lead on the delivery of work packages using project management methodology where appropriate, ensuring compliance with organisational objectives and internal and legislative guidelines.
Develop successful internal and external relationships and secure stakeholder commitment through effective negotiation and communication.
Analyse and interpret legislation, presenting information and complex technical matters relating to the service area in a clear and concise manner to a range of stakeholders.
Represent the City Council as an expert witness at enquiries, tribunals, and hearings or similar proceedings where appropriate.
Manage a range of assigned resources to ensure continuous improvement in service delivery.
Over five years of expertise in highway structures engineering, particularly bridge maintenance and construction within local authorities, consultancies, and contracting environments.
Strong technical background in structural inspections, assessments, and design.
Skilled in leading general and principal inspections, maintaining accurate asset records, and producing high-quality technical documentation.
Demonstrates solid understanding of asset management principles, lifecycle planning, and highway permitting.
Experienced in procurement and delivery of works, providing technical assurance, supervision, and contract support throughout the project lifecycle.
Strong stakeholder engagement skills, effectively managing communications with internal teams, contractors, and the public.
Hold an undergraduate degree in Civil Engineering or MSc discipline, or a HND in highway Structures Engineering, or be a Chartered or Incorporated Engineer with a relevant institution membership.
